I just watched 24 for the first time, is the guy from forever night a known char. or is he new?

I haven't watched 24 since season 2, but he's new this season. I'll probably watch seasons 3 and 4 on dvd some time.
I watched West Wing and Supernatural tonight and am watching Grey's Anatomy right now.
