Notice how all the threads that stay at the top of the page have a sticky in front of them. That keeps them up there.

Let's see if I can explain better.
The Announcements always stay at the top of the page. After that he can sticky a topic that he thinks is something that should not be forgotten for a while, that way it doesn't move down the page.
He can also unsticky the thread and it will go away when people stop posting in it.
Is that better?
